Vice President Johnson, Mr. Speaker, Mr. Chief Justice, President Eisenhower, Vice President Nixon, President Truman, reverend clergy, fellow citizens:



We observe today not a victory of a party but a celebration of freedom ―symbolizing an end as well as a beginning ― signifying renewal as well as change.

For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.

우리는 오늘 한 정당의 승리를 축하하는 것이 아니라 자유를, 즉 개막과 아 울러 폐막을 상징하고 변화와 더불어 쇄신을 의미하는 자유를 축하하는 것 입니다. 왜냐하면 우리의 선조들이 근 175년 전에 규정했던 것과 똑같은 신성한 선서를 제가 여러분과 전능하신 하나님 앞에서 했기 때문입니다.


The world is very different now. For man holds in his mortal hands the power to abolish all forms of human poverty and human life.

이제 세계는 많이 달라졌습니다. 그것은 인간이 모든 형태의 빈곤과 모든 형태의 삶을 파괴할 수 있는 힘을 자신의 손 안에 쥐고 있기 때문입니다.

And yet the same revolutionary beliefs for which our forebears fought are still at issue around the globe ― the belief that the right s of man come not from the generosity of the state but from the hand of God.

We dare not forget today that we are the heirs of that first revolution.

to which this nation has always been committed,

Let every nation know, whether it wishes us well or ill,

that we shall pay any price, bear any burden, 어떤 代價라도 치를 것이며, 어떤 짐도 질 것이며,

meet any hardship, support any friend,

자유를 지키고 키워나가기 위해 어떠한 어려움에도 맞서 우방을 지지하고

oppose any foe to assure the survival and success of liberty.

우리는 어떤 적에게도 저항하겠다는 것을 말입니다.


This much we pledge―and more. 바로 이 점을 우리는 거듭 약속하려 합니다.

To those old allies whose cultural and spiritual origins we share,

우리와 문화적·정신적 뿌리를 같이하는 오랜 맹방들에게,

we pledge the loyalty of faithful friends.

충실한 우방으로서 信義를 다할 것을 맹세합니다.

United, there is little we cannot do in a host of cooperative ventures.

우리가 뭉치면 손잡고 이룩해야 할 많은 모험을 이루지 못할 일이 없습니다.

Divided, there is little we can do 그러나 흩어지면 거의 아무것도 해낼 수 없습니다.

― for we dare not meet a powerful challenge at odds and split asunder.

To those new states whom we welcome to the ranks of the free, we pledge our word

우리는 신생 독립국들이 자유 국가 대열에 오르는 것을 환영하며 그들에게 다짐합니다.

that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny.

한 가지 형태의 식민 통치에서 벗어나자 훨씬 더 강력한 철권 독재가 들어서는 일이 없을 것임을 말입니다.

We shall not always expect to find them supporting our view.

그들이 항상 우리 입장을 지지하리라 기대하지는 않습니다.

But we shall always hope to find them strongly supporting their own freedom

we pledge our best efforts to help them help themselves, for whatever period is required

아무리 많은 시일이 걸리더라도 그들이 自助自立 할 수 있도록 최선의 지원을 다할 것을 맹세합니다.

― not because the Communists may be doing it,

공산주의자들이 그렇게 하고 있기 때문이 아니요,

not because we seek their votes, 그들의 표를 얻고자 해서도 아니요,

but because it is right. 단지 그것이 올바른 일이기 때문입니다.

If a free society cannot help the many who are poor,

만일 자유 사회에서 궁핍한 다수를 돕지 못한 다면

it cannot save the few who are rich.

부유한 소수 또한 지킬 수 없을 것입니다.


To our sister republics south of our border, we offer a special pledge

우리 국경의 남쪽에 있는 우리의 자매 공화국들에게 특별히 맹세합니다.

―to convert our good words into good deeds ―in a new alliance for progress

진보를 향한 새로운 동맹 관계를 통해 우리의 말을 올바른 행동으로 실천할 것이며,

―to assist free men and free governments in casting off the chains of poverty.

But this peaceful revolution of hope cannot become the prey of hostile powers.

하지만 이 희망에 찬 평화적 혁명이 敵對 국가에 악용 될 수는 없습니다.

Let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the Americas.

우리는 모두가 힘을 합해 아메리카 대륙 어디서든 침략 과 파괴에 대항할 것임을 이웃 국가들에게 알립시다.

And let every other power know that this hemisphere intends to remain the master of its own house.

그리고 세계 만방에게 이 서반구는 여전히 스스로를 책임져 나갈 것임을 알립시다.


To that world assembly of sovereign states, the United Nations, our last best hope in an age

우리의 마지막이자 최고의 희망이요, 모든 주권 국가의 연합인 유엔에게

where the instruments of war have far outpaced the instruments of peace,

전쟁의 수단이 평화의 수단을 훨씬 앞질러버린 이 시대,

we renew our pledge of support 새로운 지원을 다짐 합니다.

―to prevent it from becoming merely a forum for invective

Finally, to those nations who would make themselves our adversary,

For only when our arms are sufficient beyond doubt

can we be certain beyond doubt that they will never be employed.

우리는 무력 사용 억제를 보장할 수 있기 때 문입니다.


But neither can two great and powerful groups of nations take comfort from our present course

하지만 크고 강력한 두 국가 진영 중 어느 쪽도 현 사태에 마음을 놓을 수 는 없습니다.

―both sides overburdened by the cost of modern weapons,

양측 진영이 다같이 현대적 무기의 비용에 과중한 부담을 지고 있고,

both rightly alarmed by the steady spread of the deadly atom,

that uncertain balance of terror that stays the hand of mankind’s final war.

So let us begin anew 그러니 우리 다시 시작합시다.

―remembering on both sides that 다같이 명심합시다.

civility is not a sign of weakness, 정중함이 나약함의 표시가 아니며,

and sincerity is always subject to proof. 진실함은 반드시 증거가 필요하다는 점을

Let us never negotiate out of fear. 두려움 때문에 협상하지는 맙시다.

But let us never fear to negotiate. 그렇다고 협상하는 것을 두려워하지도 맙시다.

Let both sides explore 함께 찾아봅시다.

what problems unite us 서로 단결시켜 줄 문제들을

instead of belaboring those problems which divide us.

두 진영을 분열시키는 문제로 왈가왈부하기보다는

Let both sides, for the first time, 두 진영이 처음으로,

formulate serious and precise proposals for the inspection and control of arms

―and bring the absolute power to destroy other nations under the absolute control of all nations.

Let both sides seek to invoke the wonders of science instead of its terrors.

두 진영으로 하여금 과학으로부터, 공포가 아닌 기적을 끌어낼 수 있도록 함께 노력합시다.

Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce.

함께 천체를 탐색하고, 사막을 정복하고, 질병을 뿌리뽑 고, 바다 밑을 개발하고-그리고 예술과 교역을 권장합시다.

Let both sides unite to heed in all corners of the earth the command of Isaiah

두 진영이 합심해 세계 도처에서 들려오는 이사야의 계율에 귀를 기울입시다.

―to “undo the heavy burdens and to let the oppressed go free.”

『멍에의 줄을 끌러 주고, 압제당하는 자를 자유케 하라』

And if a beachhead of cooperation may push back the jungle of suspicion,

그리고 협력의 교두보가 세워지고 불신의 정글이 걷어지면,

let both sides join in a new endeavor 두 진영이 손잡 고 새로운 과업을 이룩하도록 합시다.

―not a new balance of power, 새로운 세력 균형이 아니라,

but a new world of law, 그런 새로운 법의 세계를 이룩하도록 합시다.

where the strong are just and the weak secure and the peace preserved.


강대국 이 의롭고 약소국은 안전하며 평화가 유지되는


All this will not be finished in the first one hundred days.

이 모든 과제들이 취임 후 100일 사이에 이뤄지지는 않을 것입니다.

Nor will it be finished in the first one thousand days, 1000일 만에 이뤄지지도 않을 것이며,

nor in the life of this administration, 現 행정부의 임기 중에 끝나지도 않을 것이며,

nor even perhaps in our lifetime on this planet. But let us begin.

어쩌면 우리가 지구상에 살아 있는 동안 이루지 못할 수도 있습니다. 하지만 시작합시다.


In your hands, my fellow citizens, more than mine, will rest the final success or failure of our course.

국민 여러분, 우리의 路線이 성공하느냐, 실패하느냐의 관건은 제가 아니라 여러분의 손에 달려 있습니다.

Since this country was founded, 이 나라가 창건된 이래

each generation of Americans has been summoned to give testimony to its national loyalty.

모든 세대가 나라의 부름을 받고 그들의 충성을 증명해 보였습니다.

The graves of young Americans who answered the call to service surround the globe.

軍의 부름에 응했던 젊은 미국인들의 무덤이 세계 곳곳에 산재해 있습니다.


Now the trumpet summons us again 이제 다시 우리를 부르는 나팔소리가 들립니다.

―not as a call to bear arms, though arms we need

―not as a call to battle, though embattled we are

year in and year out, “rejoicing in hope, patient in tribulation

―a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.

Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind?

과연 우리는 이들 적과 맞서 남과 북, 동과 서, 全세계가 대동맹을 맺음으로써 모든 인류의 보다 풍요로운 삶을 보장할 수는 없을까요?

Will you join in that historic effort?

그 역사적인 과업에 참여하지 않겠습니까?


In the long history of the world, 장구한 세계 역사를 거치면서

only a few generations have been granted the role of defending freedom in its hour of maximum danger.

겨우 몇 세대만이 최악의 위기에 자유를 수호 할 역할을 다해낼 수 있었습니다.

I do not shrink from this responsibility― I welcome it.

저는 이 책임을 피하지 않을 것이며, 오히려 기꺼이 받아들입니다.

I do not believe that any of us would exchange places with any other people or any other generation.

우리 중 어느 누구도 다른 어느 국민이나 다른 어느 세대와 자리를 바꾸려 하지는 않을 것입니다.

The energy, the faith, the devotion which we bring to this endeavor

우리가 이같은 과업에 기울이는 열정과 신념, 헌신이

will light our country and all who serve it

우리의 조국, 그리고 조국에 봉사하는 모든 국민들을 밝게 비춰줄 것이며

― and the glow from that fire can truly light the world.

And so, my fellow Americans, ask not what your country can do for you ―ask what you can do for your country.

자, 미국 국민 여러분, 조국이 여러분을 위해 무엇을 할 수 있을 것인지 묻지말고, 여러분이 조국을 위해 무엇을 할 수 있는지 自問해 보십시오.


My fellow citizens of the world, 그리고 세계의 시민 여러분,

ask not what America will do for you, 미국이 여러분을 위해 무엇을 베풀어 줄 것인 지를 묻지 말고

but what together we can do for the freedom of man.

Finally, whether you are citizens of America or citizens of the world,
